Emergency action: End violence against Palestinians in the West Bank

I am writing to you as a constituent to express my severe concern about growing Israeli military and settler violence in the occupied West Bank, and to ask you to urge the UK government to take immediate action to protect Palestinians.

According to the UN, more Palestinians were killed by the Israeli military in the West Bank – 152, including 35 children – than any year since they began recording this data in 2005. There has been no let-up in violence in 2023, with at least 60 Palestinians, including 13 children, killed in the first two months of the year.

There has also been a surge in Israeli settler violence, with settlers rampaging through towns and villages, killing and injuring Palestinians, burning down people’s homes and setting fire to their cars.

Palestinian health services that are underdeveloped after decades of occupation and fragmentation lack the resources to respond to the crisis. Ambulance teams trying to treat the wounded are routinely obstructed and even attacked by Israeli forces and settlers. Marginalised communities are being threatened with forcible displacement from their land. The physical and mental health of children and young people continues to deteriorate, absent any horizon of hope.

The new far-right Israeli government’s pledge to expand settlements and deepen discriminatory policies will lead to more Palestinians killed or forced from their homes, a worsening humanitarian crisis, and risks a spill-over of violence into Gaza.

The new government has also withheld millions of dollars of tax revenues from the Palestinian Authority, which will further hamper its ability to provide healthcare to the Palestinian people.

The UK can and must do much more to avert this deepening health and humanitarian crisis in the occupied Palestinian territory. I therefore ask that you write urgently to UK Foreign Secretary James Cleverly to call on him to take the following actions:

• Make it clear to his Israel counterparts that violations against Palestinians’ rights to health and dignity – including the demolitions of homes and infrastructure, routine use of excessive force and attacks on healthcare personnel and facilities, settlement expansion, and discriminatory restrictions on freedom of movement – will be met with meaningful diplomatic and political consequences.

• Support genuine and meaningful investigations into, and legal accountability, for serious violations of international law where they do occur, including through the International Criminal Court and UN Commission of Inquiry.

• Immediately provide emergency preparedness funding to local Palestinian and international health providers in the oPt, while also ensuring the viability of essential services by reversing cuts in funding to UNRWA and for Palestinian health workers’ salaries via the PEGASE mechanism.

• Place the principles of sustainable development and self-determination at the heart of foreign, aid and development policies towards the Palestinians.

I also urge you to seek other opportunities to raise these issues in parliament and beyond, including through questions, debates, and speaking out on social media.
